Εκδήλωση στον ΟΗΕ για την Ολυμπιακή Εκεχειρία - Ομιλίες

Με την ευκαιρία υποβολής πρότασης ψηφίσματος για την Ολυμπιακή Εκεχειρία, (η οποία ανακοινώθηκε χθες το μεσημέρι κατά την ομιλία του Έλληνα ΥΠΕΞ Γ. Παπανδρέου ενώπιον της 58ης τακτικής Συνόδου της Γ.Σ.), ο Έλληνας Υπουργός Εξωτερικών των Εξωτερικών δεξιώθηκε, στο πλαίσιο ειδικής τελετής που διοργάνωσε Μόνιμη Αντιπροσωπεία της Ελλάδας στον ΟΗΕ, ύπατα στελέχη του Οργανισμού, Υπουργούς Εξωτερικών, μεταξύ των οποίων και ο ΥΠΕΞ της Τουρκίας Abdullah Gul, Μονίμους Αντιπροσώπους, κ.α.

Μεταξύ των τιμώμενων ομιλητών ήταν ο Γ.Γ. του ΟΗΕ Kofi Annan (ο οποίος υπογράμμισε την σημασία του θεσμού και της ελληνικής πρότασης ενόψει των Αγώνων της Αθήνας καθώς προσφέρει μια ευκαιρία ειρήνης στον σύγχρονο κόσμο), ο νέος Πρόεδρος της ΓΣ. Julian Robert Hunte, η Ολυμπιονίκης και μέλος της ΔΟΕ Anita L. de Frantz, ο Ολυμπιονίκης Π. Φασούλας, ενώ επίσης παρέστη ο Ολυμπιονίκης Ιωάννης Μελισσανίδης.

Τους προσκεκλημένους προσφώνησε ο Έλληνας Υπουργός Εξωτερικών Γ. Παπανδρέου, ο Μόνιμος Αντιπρόσωπος της Ελλάδας στα Ηνωμένα Έθνη Πρέσβης Αδαμάντιος Βασιλάκης και ο επικεφαλής του Διεθνούς Κέντρου Ολυμπιακής Εκεχειρίας Πρέσβης Στ. Λαμπρινίδης.

Ο κ. ΥΠΕΞ αναφέρθηκε στην ιστορική σημασία του «μακροβιότερου θεσμού ειρήνης στην ιστορία ο οποίος επέτρεπε στους αθλητές και στους θεατές να συμμετάσχουν στους αγώνες ειρηνικά και ακολούθως να επιστρέψουν στους τόπους διαμονής τους με ασφάλεια».

Επίσης υπογράμμισε τις υπάρχουσες 6 αποφάσεις της ΓΣ για τον θεσμό αυτό από το 1993 με σκοπό την προαγωγή της ιδέας της ειρήνης. «Σήμερα - συνέχισε - το μήνυμα αυτό δεν θα μπορούσε να είναι πιο επίκαιρο καθώς η ιδέα της Ολυμπιακής Ειρήνης μπορεί να προβάλλει ένα παράθυρο ευκαιρίας για μια ειρηνικής διευθέτηση των συγκρούσεων, και να αποτελέσει ένα θετικό παράγοντα στη διαδικασία επαναπροσέγγισης των κρατών και ένα χρήσιμο εργαλείο για την διπλωματία».

Η ιδέα της Ολυμπιακής Ειρήνης όχι μόνο ενυπάρχει στις ιδέες του καταστατικού Χάρτη των Ηνωμένων Εθνών «αλλά ταυτόχρονα προσφέρει τα μέσα για να υλοποιηθούν οι ιδέες αυτές σε παγκόσμιο επίπεδο», τόνισε ο Έλληνας ΥΠΕΞ. Ο κ. Παπανδρέου ευχαρίστησε τον μεγάλο αριθμό των 180 χωρών που υποστήριξαν ψήφισμα της Γ.Σ. για την Ολυμπιακή Εκεχειρία το 1999 και εξέφρασε την βεβαιότητα ότι η νέα απόφαση, -καθώς οι Αγώνες επιστρέφουν στην Αθήνα το καλοκαίρι του 2004- θα καταφέρει να συγκεντρώσει τουλάχιστον ισόποσο αριθμό ψήφων της ΓΣ.

Η πρόταση ψηφίσματος της Ελλάδας «Building a Peaceful and Better World through Sport and the Olympic Ideal» αναμένεται να υιοθετηθεί στις αρχές Νοεμβρίου του 2003 και να τεθεί προς άμεση επικύρωση από το σύνολο των κρατών- μελών των Ηνωμένων Εθνών.

Στην τελετή περιλαμβάνονταν η προβολή 4 βίντεο αναφορικά με την ιδέα της Ολυμπιακής Εκεχειρίας με κυρίαρχο το μήνυμα που ανέφερε ο Έλληνας ΥΠΕΞ κλείνοντας την ομιλία του: «Αν καταφέρουμε να έχουμε ειρήνη για 16 ημέρες, ίσως τότε να καταφέρουμε να έχουμε ειρήνη για πάντα».

Παραθέτουμε κατωτέρω τους λόγους των ομιλητών της εκδήλωσης:

Υπουργός Εξωτερικών Γιώργος Παπανδρέου

It is a true honor to have you here tonight at this gathering, as the Olympic Games have always been a time for peace, for 16 glorious days, the finest athletes of the world gathered in a single stadium to take part in a competition that is based on friendship, not hostility. These are the principles of peaceful cooperation upon which the ancient Olympic Games were founded. As host of the upcoming Olympic Games in Athens, in August 2004, Greece today has the honor to table for our adoption the Olympic Truce Resolution entitled "Building A Peaceful and Better World Through Sports and the Olympic Ideal." The draft resolution, like the one before, calls all member states to promote the Olympic ideal, to observe the Olympic Truce and revive the ancient Greek tradition of 'Ekecheiria', dating back to the 8th century B.C.

This ancient truce, the longest peace-accord in history allowed athletes participating in the Games, as well as thousands of pilgrims and spectators, to attend and participate in these Games in peace and then, return home in safety and security. In every nation and society, culture and religion, the Olympic Games are recognized as a unique celebration of sports and culture, that promotes the values we wish to cherish in our ever-globalizing world. That is the Olympic Ideal and the International Olympic Committee has revived this ideal through our modern Games.

That is the vision the UN General Assembly has supported in 6 separate resolutions since 1993, championing the cause of the Olympic Truce and inspiring the world to greater understanding and peace. Today, this message could not be more timely. The Olympic Truce can provide a vital window of opportunity for the peaceful resolution of international conflicts. It can become a positive factor in international rapprochement and a useful toll for diplomacy.

The charter of the UN calls upon all of us to open up new ways of communication, promote dialogue among those who do not already practice it and doing so, we must emphasize the importance of tolerance, mutual understanding, respect and cooperation between cultures and civilizations. The Olympic Truce not only embodies all these values, it also provides a means of putting them into practice at the global level.

Nobody embodies these values better than our Secretary General Kofi Annan. I would like to take this opportunity to express our deep appreciation for his tireless, personal efforts to promote peace through sports. As a world leader, a diplomat and a friend, he is the epitome of good sportsmanship. We are also grateful to all the UN missions that have tabled Olympic Truce resolutions in the past and I would like to extend our thanks to the delegations that co-sponsored them. The benchmark of the 180 co-sponsors to the 1999 Resolution will not be easy to match. But for the Athens Games, when the Olympics will return to the land of their birth, I hope that we can. And so in next weeks, I appeal to you all to again send a message of hope to the world by sponsoring this resolution.

These are difficult times, times of terror and conflict, insecurity and instability. The Olympic Truce could not make all the world problems disappear, like a magic wand, but by bringing people together across borders and beliefs, regardless of race or creed, it can open the chance for greater human understanding and one we hope for long, lasting peace. For while conflicts in the world will not cease overnight, if we could have peace for 16 days, then maybe, just maybe, we can have it for ever.

Πρόεδρος της Γενικής Συνέλευσης του ΟΗΕ Julian Robert Hunte

Mr. Foreign Minister, Mr. Secretary General, Your Eminence, Excellencies, Ladies and Gentlemen,

I welcome the opportunity this OT ceremony provides, to express my strong support for observing the Truce during the Olympic Games the world's premier sporting event. The Olympic Truce offers to millions of people around the world prospects for relief from the violence and uncertainty of civil strife and war. It enhances conditions in which ideas enshrined in the UN Charter, peace, tolerance and the promotion of economic and social advancement of all people can be realized if we could, for a period observe the Truce, the peaceful settlement of disputes may be within our grasp, and long-term solutions will be possible. After all, conflict and war should not be accepted as routine in people's lives.

The observation of the OT is but one side of the coin. The other embraces sport and the Olympic ideas to serve through peace friendship and understanding. These ideas are invaluable in building strong bridges across political, social, economic and cultural divides and in establishing the basis for understanding among the people of the world. Whether as participants or spectators sports are open to all.

It is particularly salient however that youth is a social group mostly engage in sporting activities worldwide. Their interaction in the Olympics and in other sporting events promote teamwork, learning of life skills, discipline and physical well-being. Sports also play a significant role in mobilizing solidarity among youth worldwide. In this way a better future can be assured.

The UN appeal to observe the Olympic Truce must be unequivocal. It must recognize sport as an excellent tool it is for promoting development and peace. It must pose the question to the world: if the truce is possible now, is it not possible in the long run? It is my hope that the United Nations appeal for the Olympic Truce will be faithfully observed in and among nations. I commend the IOC for all its efforts to keep the Olympic ideal alive. Permit me to also extend my best wishes for every success to the Greek government as it prepares to welcome the Olympics back to Athens in 2004. I thank you.

Γενικός Γραμματέας του ΟΗΕ Kofi Annan

Λαμβάνοντας τ λόγο ο ΓΓ του ΟΗΕ Kofi Annan αναφέρθηκε στο γεγονός ότι για δεύτερη φορά, μετά την παρουσία του στην Αθήνα τον περασμένο Μάρτιο στο πλαίσιο της Ελληνικής Προεδρίας της ΕΕ, έχει την ευκαιρία να στηρίξει την ιδέα της Ολυμπιακής Εκεχειρίας. Ταυτόχρονα εξέφρασε την βεβαιότητα ότι τα 191 μέλη του ΟΗΕ θα στηρίξουν την πρόταση.

Mr. Secretary General, Mr. President of the General Assembly, Mr. Special Representative of the UN Secretary General on Sport for Development and Peace, Mr Foreign Minister G. Papandreou, Amb. Vassilakis, Excellencies, your Εminence, distinguished representatives of the Olympic movement, ladies and gentlemen:

On behalf of the President of the IOC Dr. Jacque Rogge, I am particularly pleased to be here among you today in support of the introduction of the UN resolution on the OT and its process of co-sponsorship.

As you know the goal of the Olympic movement is to place sport everywhere at the service of human kind with the view of establishing a human society concerned with the preservation of human dignity. The IOC has been privileged since 1993 to be recognized by the UN for its effort in favoring peace and understanding. At a time when the political turmoil threatened to jeopardize the participation of Yugoslav athletes in the Barcelona Olympic Games, the IOC under the leadership of its President Jan Antonio Samaranch revived the concept of the OT as part of the ancient Greek tradition "Echkeheiria" and committed all its efforts for peace and understanding through sport. Despite not having status within the UN system, we were able to obtain renewed support of the UN Secretary General and the General Assembly and of a record number of member states for as resolution aiming at building a better world through sports and the Olympic ideal.

Mr. SG the fact that the world's political leaders responded and subscribed to an initiative marched by the IOC is a great source of satisfaction for the Olympic movement. We are particularly thankful to you and to your predecessor for the personal support you have demonstrated on many occasions to the IOC. And to this particular initiative, we are honored by this recognition. More generally, the existing cooperation between the IOC and the various UN programs and special agencies is highly appreciated as it provides concrete possibilities for contribution by the sport movement to human and social development, as we prepare for the Games of the 28th Olympiad in Athens in 2004, the celebration of human excellence and sport. The UN General Assembly will table a new resolution on the OT in the coming months. The IOC has been working closely with the Greek Ministry of Foreign Affairs and its Mission in NY to ensure that this project will once again prove to be successful.

Allow me to take this opportunity to thank Mr. G. Papandreou for his personal commitment and support of this initiative over many years. He is a true Ambassador of this cause and we are extremely honored to have him as a vice chairman of the Intl OT Foundation which IOC established in 2001 in cooperation with Greece.

My thanks and recognition also goes to the Amb. Vassilakis who has taken the project to the forefront of the UN and will coordinate the work ahead with other member states. Let's hope that through this non-binding but powerful message for dialogue and solidarity we shall all assist the UN governments in the relentless process of making peace a reality throughout the world. Our contribution is symbolic, yet we trust that it can help create further ground for further diplomatic and political solutions to conflicts.

Sport more than ever has a role to play as a catalyst in our society. It can serve as a tool for human development and support the UN in achieving its own objectives and the Millennium goals. This new chapter of international cooperation provides practical expression on the fundamental principles of the Olympic Charter and to the purpose and principles to the Charter of the UN, alike. Let us give another chance through sport and its ideals. Thank you very much.

Πρέσβης Σταύρος Λαμπρινίδης, επικεφαλής του Διεθνούς Κέντρου Ολυμπιακής Εκεχειρίας

Ο Πρέσβης - Διευθυντής του Διεθνούς Κέντρου Ολυμπιακής Εκεχειρίας κ. Σταύρος Λαμπρινίδης, λίγο πριν παρουσιάσει στο κοινό τον Πρόεδρο των Ελλήνων Ολυμπιονικών κ. Παναγιώτη Φασούλα αναφέρθηκε στην επιστροφή των Ολυμπιακών Αγώνων στον τόπο γέννησής τους τονίζοντας ότι:

«You can’t fight and play at the same time. You cannot at the same time sending some of your youth on the sprotsfield to compete in peace and some other of your youth in a battlefield to die in war. It can’t happen. It did not happen for 12 centuries in ancient Greece. It should not happen today».

Παναγιώτης Φασούλας - Επιτροπή Ελλήνων Ολυμπιονικών

Παίρνοντας στη συνέχεια τον λόγο ο Π. Φασούλας κάλεσε όλους τους παρευρισκόμενους και αθλητές από όλο τον κόσμο να μετέχουν στης Ολυμπιάδα των Αθηνών, επεσήμανε μεταξύ άλλων, την σημασία των Ολυμπιακών Αγώνων και του πνεύματος ειρήνης και ευγενούς άμιλλας που αυτοί εμπεριέχουν λέγοντας χαρακτηριστικά:

"With the eyes of a politician and a citizen of the world I can see into the future. I can see a world in which people cooperate and prosper free from the fear of war. Free from the violence and the brutal power of the incomprehensible interests. In fact I have seen this world. It is called the Olympic Games. I have learned that in this world there are not clean people or clean nations. If children instead of holding javelins and basketballs hold stones and grenades not only theirs, but also our humanity dies. With the eyes of an Olympic winner I can see a hope. Beyond present history, I can focus on ancient Greek times. Those were glorious times in which the holy value of the Olympic Truce was born. I can perceive the culture in which people could withstand peace and live harmoniously with each other. I can sense a culture. I have every right to pursue: Everyday the Olympic Truce becomes a world treaty".
